MWANGO N'GUNI
Mwango. M Nguni is the CEO and founder of Naval Health Analytics LLC, which was established in 2022. She founded NHA LLC by bringing together the consulting practices of several industry and academic colleagues.
Prior to starting NHA, Ms. Ng’uni worked as a Senior Planner, Planning and Budgeting. She possesses a Master of Science degree in
Economics and Health Economics from the University of Sheffield, UK and undergraduate degree in Economics from the University of Zambia. Further, she possesses an advanced
certificate in Decision modelling for Health Economic Evaluation delivered by the University of York. She has over 8 years of experience working in the Health Sector and brings immense knowledge in Research and Health Systems Strengthening programs including health sector planning and budgeting, Health Care Financing and Monitoring and Evaluation.
Further, she has experience managing projects and has collaborated with various stakeholders to undertake surveys that inform policy decisions. Her scope also extended to working as an economist for Data to Policy (D2P) capacity building program in Zambia and Tanzania. Under this role, she successfully mentored 5 cohorts combined in the two countries.
At Naval Health Analytics, Ms. Ng’uni also leads the project Management and Health Systems Strengthening Department a role that she has managed before working as a project Manager for Innovations for Poverty Action. Her responsibilities include among other things building capacity of health workers in Health Economics and Health Care Financing, designing digital and climate smart global health systems and developing multiple conceptual frameworks and strategic approaches to HSS.

DOUGLAS MUSHINGE
Douglas holds a master’s degree in Public Health specializing in Health Economics and a Bachelor of Arts degree in Economics obtained from the University of Cape Town and University of Zambia respectively. In the 11 years prior to cofounding Naval Health Analytics.
One of his previous roles was as Lead Health Economist at the National Health Research Authority (NHRA) under a program referred to as “the Data to Policy Program (D2P)”. Under this role, he worked with a multidisciplinary team which comprised of health economists and public health specialists to design and conduct economic analyses for public health interventions or specific health technologies that are meant to act remedial measures in addressing public health challenges in Zambia.
His expertise is around health policy analysis, Public Health Surveillance, Health Care Financing, Health Economic Evaluations, Health System Strengthening, Health Systems Strengthening and Monitoring and Evaluation in the health sector in low and middle-income countries (LMICs). At Naval Health Analytics (NHA), he leads the Health Policy and Management department where he oversees health policy analysis and supports activities that enhance the use of highquality evidence for decision making in the health sector. These activities include but are not limited, research dissemination meetings, knowledge translation activities, sensitization sessions and stakeholder engagement workshops.

OLIVER KAONGA
Oliver is an applied Health Economist who holds a PHD in Health Economics from the University of York, a Master of Science degree in economics from the University of Manchester and a degree in economics from the University of Zambia. Prior to co-founding Naval Health Analytics, he accumulated over 10 years of professional experience working in research, analysis, advocacy, and teaching.
He has Demonstrated excellent analytical and drafting skills through collaborative research work with health sector stakeholders including, the Ministry of Health in Zambia, the World Bank Group, the United Nations Children’s Fund, and the International Labour Organization (ILO).
He is interested in the health economics of Low and middleincome countries and specifically Economic evaluations of health interventions, Health care financing, and inter-sectoral
resource allocation.
The aim of Oliver’s research is to inform better health policy-making, leading to improvements in population health and reduced health inequalities.
At NHA, He is responsible to oversee and coordinate research activities, supervise staff, lead quality control efforts, developed policy reports, and assist leadership in executing Naval’s research and advocacy agenda, contributing to the organization’s success.
